There are 3 main builds for the Inquisitor.

1. All INT and put him in the back row. Get enough Power Regeneration to be able to cast Smite every turn (as you do with the other Cleric). You get the added bonus of Litany of Pain, with is quite fun, especially with the Judgement Stance. I like doing this on my first turn to debuff the enemies.

2. All STR for Fervor carnage. This build gives you CRAZY DPS against a single enemy at a time.

3. All END for Retribution. Any item that adds a % of health is a HUGE plus.

To use ALL skills, you need a melee weapon. But going by description - if you do not use a melee weapon you can use all but one.
